Basics for Section 8, Subsidized and Low-Income Housing

Subsidized housing has income restrictions and for some age/disability requirements to qualify. The general formula is that rent equals approximately 30% of income. Some apartment buildings have a limited number of subsidized units, and the rest of the units have a higher income limit and rents. Most subsidized housing complexes have waiting lists. To decrease overall waiting time, it is recommended that individuals get on as many waitlists as possible.

Low Income/Tax Credit apartments have a higher income limit and higher rents than subsidized housing. Some have age/disability restrictions while others do not. The rent is a base established rent amount. They generally have shorter waiting lists due to the recent building of several tax credit apartment complexes.

To apply for either subsidized or tax credit housing, call the manager and/or go by and pick up an application. Each apartment complex has their own application and waiting list. Some only accept on-line applications and others have paper applications. Make sure to provide all the necessary documentations (i.e. income verifications, identification documents, etc.) requested when you return the application. It is a good idea to follow-up with phone calls to check in and get updates on your status on the waiting list.

Section 8 Housing Vouchers allow individuals to rent within the community as long as the landlord is willing to accept a Section 8 voucher and complete the necessary requirements. This allows individuals more flexibility of where they live and the type of housing they prefer. Unfortunately, effective August 15, 2024, the Section 8 Housing waitlist has been closed due to decreased funding. Housing choice vouchers will not be issued to existing waitlist applicants until the waiting list is reopened or until funding becomes available. Applicants that are already on the waiting list will retain their place on the waiting list. To check the position on the waiting list visit:

Community Action Partnership (CAP) manages the Section 8 program locally. They maintain lists of subsidized and low-income housing. They also manage emergency rental assistance and homeless programs that can help low-income individuals who qualify that are either homeless or at risk of losing their housing with short term rental assistance. Montana Elderly Homeowner/Renter Credit

If you are 62 years or older and rent or own your home, you can file for a partial refund from the state of up to $1150. To quality you must meet the following requirements:

  • Your household income does not exceed $45,000.
  • You have lived in the state of Montana for at least 9 months.
  • You have rented or owned a home in Montana for at least six months of the tax year.
  • To file, you need will need to complete the Montana Individual Income Tax Return, Form 2 and Schedule 2EC. For more information or to file for free see the Montana Department of Revenue website at mtrevenue.gov.
